Position Summary

The Purchasing Officer (internally referred to as the Fleet Support Officer) provides front line support to the Operations teams, interfacing with key stakeholders such as Marine & Technical Services, HSEQ, Marine Assurance, Marine HR, Contracts and Operational Finance. 
Responsible and accountable for all aspects of purchasing (spares/consumables), logistics, delivery, servicing, technical planning and vendor performance, ensuring vessel needs are met at all times and reporting any issues directly to the Lead Fleet Support Officer as required.
The measure of our success will be achieving all KPIs on a consistent basis, meeting the business expectations, and upholding the company brand.

Major Responsibilities
  • Treat health, safety, and environment as a top priority.
  • Ensure vessels are operated in a safe, efficient, and cost-effective manner, ensuring compliance with class, statutory and company requirements.
  • Provide day-to-day purchasing and operational support to Vessel Managers and Fleet Managers.
  • Accountable to Vessel Managers for arrangement of all purchasing, logistics and delivery of required parts to assigned vessels.
  • Accountable to Vessel Managers for coordination and arrangement of all service interventions, including associated spare parts, scheduled, un-scheduled and items landed for repair.
  • Provide input into planning and execution of vessel dry-dockings and major scheduled & unscheduled repairs, liaising with classification societies, shipyards, and vendors to ensure all servicing and spare parts are arranged and closed out to the satisfaction of the Vessel Manager.
  • Attend all OPEX, dry dock and capex budget review meetings, providing insight and feedback.
  • Responsible to ensure full compliance with company policies and procedures with regards to purchasing activities, including P2P, and processing and payment of invoices.
  • In coordination with the Finance team and Fleet teams, plan for and provide input for vessel budgets preparation, considering planned maintenance requirements, procurement, and logistics in the budget year. Work to ensure all budgetary timelines are met for internal stakeholders.
  • Adhere to and assist in all compliance procedures and verification protocols.
  • Act as the key contact for contract and vendor coordination for assigned vessels, ensuring vendor feedback is always completed, working closely with the Contract and Vendor Management team as required.
  • Responsible for approval of first tier disbursement accounts.
  • Responsible for arranging cash to Master requests for assigned vessels.
  • As required by senior management, undertake additional tasks out with normal job responsibility to support the needs of the business.
  • Ensure PMS details relevant to purchasing process are updated and correct by engaging with stakeholders (ship and shore) to adhere to MOC processes.
  • Proactively engage in continuous improvement process, providing regular feedback to Line Manager.
  • Drive cost leadership within assigned fleet team, leveraging available contracts and bulk purchases wherever possible.
  • Provide training and support on NS to sea and shore staff.

  • Purchasing experience.
  • Analytical, problem solving, time management and decision-making skills.
  • Demonstrates teamwork, interpersonal and communications skills.
  • Ability to respond positively to stakeholders in an effective manner.
  • Ability to use range of IT applications.
Preferred
  • Relevant experience with the maritime industry.
  • Knowledge of technical operations for the vessel types managed.
