Position Summary
- The Panel Operators, (both Onshore and Offshore) are responsible to the Shift Supervisors for the safe and effective operation of the Bahrain LNG Import Terminal. The Panel Operators are responsible for control and monitoring of the operation of the whole BLNG Import Terminal including LNG transfer from LNG Carrier to Floating Storage Unit (FSU), LNG send-out, regasification process, blending to achieve contractual quality and delivery of required quantity of blended gas.
- The Panel Operators will work with and may assign tasks to the Field Operators when required for the control and monitoring of BLNG Import Terminal operations.
- The Panel Operators will have a background in hydrocarbon processing with experience of operations involving high pressure gas and cryogenic liquids, preferably LNG. They will be familiar with the operation, control and monitoring of hydrocarbon plant operations using Distributed Control and Instrumentation Systems with both digital and analogue interfaces. Marine offshore experience is acceptable but experience with LNG marine terminal operations and LNG regasification is preferred.
- The role works a shift system either onshore or offshore – the positions will be interchangeable. Both locations will operate on a rotating shift basis.
- Safe and effective operation of the Terminal.
- Operation of the Terminal ensuring quality and quantity of delivered natural gas is within contractual tolerances and requirements at all times.
- Start-up, monitor and shutdown all process and utility equipment for the LNG unloading, LNG send-out, LNG regasification and Natural Gas send-out.
- Ensure compliance with all Bahrain LNG Import Terminal Operations and Maintenance policies, procedures and operating standards at all times.
- Operation of the Distributed Control and Instrumentation System (DCIS), Emergency Shut Down (ESD) and Fire and Gas (FGS) Systems from the Onshore Receiving Facility (ORF) Control Room or the Local Equipment Rooms (LER) on the Jetty or Regasification Platform (RGP) to safely and effectively manage the LNG Unloading, LNG Send-Out, LNG Regasification and Natural Gas send-out processes to meet required send-out nominations and maintain required quality.
- Maintain daily logs of all send-out, operations and maintenance activities.
- Optimisation of terminal operations to ensure maximum efficiency at all times.
- Coordinate and communicate all activities with maintenance personnel and Field Operators as directed by the Operations Supervisors.
- Administer the Permit to Work System to ensure safety of work is effectively managed, properly controlled and coordinated.
- Identify and address operating issues before they escalate and affect contractual delivery specifications or plant performance.
- Provide technical expertise and troubleshooting capabilities to the Field Operators.
- Ensure that all operations comply with environmental policies and regulatory requirements, emissions to environment are minimised and environmental records are accurately and reliably maintained.
- Communicate with LNG Carriers arriving, berthing, mooring, unloading, unmooring and departing from Bahrain LNG Import Terminal.
- Control LNG transfer operations.
- During LNG cargo transfer operations, monitor the Marine Loading Arms, the position of the LNG Carrier, the mooring line tensions and the prevailing weather and sea conditions at all times to ensure a safe and effective operation.
- Interface with the Floating Storage Unit (FSU) in respect of daily LNG inventory, LNG send-out nomination, required LNG send-out profile, Boil Off Gas (BOG) handling and other operational matters.
- Interface with TATWEER Control Room as operators of the Kingdom of Bahrain Gas Distribution Network in respect of daily send-out nominations, send-out gas quality and if required emergency or incident response.
- Act as member of the Emergency Response Team as directed.
- Engineering or Chemical Engineering Degree or recognised Professional Engineering qualification or relevant professional training and experience with appropriate vocational qualifications.
- Marine qualifications at an appropriate level may be acceptable provided experience includes service in senior rank on board LNG or LPG ships with responsibility for control and supervision of cargo operations and time spent working in marine terminals and onshore facilities with knowledge of regasification processes.
- Minimum of 7 years’ experience in hydrocarbon processing with at least 2 years’ experience with LNG and/or high-pressure natural gas.
- Minimum 3 years’ experience as a Control Room or Panel Operator in a hydrocarbon process plant or other large industrial process plant with a Distributed Instrumentation and Control System (DCS, DCIS) – experience of Yokogawa operating system preferred.
- Understanding and experience of Safety Instrumented Systems (SIS) Emergency Shut Down Systems (ESD) and Fire and Gas Detection Systems (FGS)
- Experience of Safe Systems of Work, Permit to Work, control of isolations and overrides, etc.
- Experience and training in Emergency Response.
- Proven interpersonal skills.
- Excellent written and verbal communication skills.
- Fluent English speaker.
